The C-Sec guy you are supposed to give the Turret Schematics to isn't there, as I said, the Salarian who asked for the Stabilizers is literally frozen, holding his hand what would be about an inch from his head. You are correct though, it is an N7 mission and not part of Operation: Tuchanka, which I made sure not to finish because, if I recall correctly, many of the Citadel quests are no longer available after you complete that priority mission (The Bomb and the Genophage Cure/non-Cure). Anyway, you are thinking Noveria because of the Rachni Queen and her little hermit crab midgets, but the Rapers jacked them from outside of the Omegas 4 Relay where they retreated to after ME 2 if you let the Spider Queen live and dropped them on Tuchanka. I've found numerous people with the same bug/s all over the internet, and I'm pretty darn surprised Bioware isn't addressing this, but they obviously aren't is these types of bugs weren't even in the original. I tried going to the C-Sec offices to start it, running around like a moron for 2 hours on the Citadel, leaving to complete other small missions, coming back to the Citadel to see if the area loads correctly, but nope. The quest is still Orange (I didn't finish Operation Tuchanka yet) so it should be viable, but nope. I'm assuming that's because they spent 95% of their time on those two games, now in 3 I'm getting broken mini-quest after broken mini-quest.
